Also the policy behind the soft-soled shoe requirement in Virginia. I stumped the rules by wearing Tevas, which are the loudest footwear imaginable if the wearer likes to ponder bar exam questions while compuslively unstrapping/strapping the velcro straps. My friend in front of me was a little peeved by the break.
